Enhancing Strategic Ties: Vietnam and India

Vietnam and India issue joint declaration to boost strategic ties

A joint declaration was issued by both nations, aiming to strengthen the Vietnam-India Strategic Partnership, showcasing their shared vision for increased bilateral cooperation.

1. Viet Nam’s Prime Minister, H.E. Pham Minh Chinh visited India from 30 July to 01 August 2024 at the invitation of Indian Prime Minister, H.E. Narendra Modi. Alongside a high-level delegation, including various Vietnamese Ministers, Pham Minh Chinh engaged in a State Visit.

2. Highlights of the visit included ceremonial events at Rashtrapati Bhavan and Raj Ghat, bilateral discussions, the signing of agreements, a banquet hosted by Narendra Modi, meetings with Indian dignitaries, and engagements with the business community.

3. Both Prime Ministers expressed satisfaction with the strong bilateral ties since the inception of the Comprehensive Strategic Partnership in 2016. They reaffirmed commitments to further advance collaboration based on shared goals and values.

4. The leaders reviewed the extensive friendship and growth of relations between India and Viet Nam, recognizing the importance of implementing previous agreements and enhancing cooperation across various sectors.

5. Acknowledging geopolitical dynamics, both leaders emphasized the need for closer India-Viet Nam cooperation, supporting the voice and role of developing countries globally.

6. Emphasizing the excellent existing relations, the leaders agreed to maintain consistent communication across all levels.

7. The discussion encompassed multiple sectors such as foreign policy, defense, trade, technology, tourism, and culture, underlining the significance of institutional mechanisms in bilateral engagements.

8. To further economic collaboration, both sides intend to boost trade and investment interactions aiming to surpass the current level of USD 15 billion. Efforts to simplify trade processes and enhance cooperation within ASEAN-India trade agreements were underlined.

9. Mutual commitments were made to encourage investments from both nations in various fields to strengthen economic cooperation.

10. Viet Nam’s alignment with initiatives like the Coalition on Disaster Resilient Infrastructure and India’s appreciation of Viet Nam’s support in various sectors were acknowledged.

11. Cooperation in oceanography, marine sciences, blue economy, and the oil and gas sector was highlighted as areas of shared interest.

12. Collaboration in building e-commerce regulations, encouraging participation in digital platforms, and exploring opportunities in green and critical industries were emphasized.

13. Both leaders praised the progress in defense cooperation and agreed to further enhance mutual efforts towards bolstering stability in the wider Indo-Pacific region.

14. Areas of continued cooperation include human resource development, peacekeeping operations, cybersecurity, maritime security, disaster management, and strategic research.

15. The leaders endorsed the early implementation of agreements on hydrography and forming a Joint Committee.

16. A Loan Agreement was signed to ensure the continuity of mutually beneficial initiatives and partnerships.

### India Extends US$ 300 Million Line of Credit to Vietnam for Defence Procurement

1. Continuing to strengthen ties, India and Vietnam emphasize cooperation in digital technologies and financial innovation. They aim to enhance collaboration in areas like renewable energy and disaster resilience technologies.

2. The leaders appreciate the collaboration in atomic energy and support the establishment of an ASEAN-India tracking station in Vietnam.

3. Development cooperation under Mekong-Ganga Cooperation framework is acknowledged, with projects like the Centre of Excellence for Software Development and Training in Ho Chi Minh City.

4. Both countries encourage student and research exchanges, aiming to bolster cooperation between institutions for mutual growth.

5. Efforts to improve connectivity through increased flights are applauded, with a focus on enhancing tourism between India and Vietnam.

6. Acknowledging cultural ties, there is a push for greater exchange in areas like traditional medicine and tourism sites.

7. Emphasizing ASEAN Centrality, the leaders commit to strengthening partnerships for regional prosperity and stability.

8. Both leaders advocate for peace, security, and the freedom of navigation in the South China Sea, calling for adherence to international law.

9. Terrorism is condemned, with a call for international collaboration to combat this threat following the principles of the United Nations Charter.

10. Various bilateral cooperation agreements have been signed to advance comprehensive partnerships between India and Vietnam.
